The key to properly measuring a circular garden bed for edging material is to make sure you take the entire circumference of the circle into account.

Place one end of the tape measure on one side of the circular garden bed. Make sure that it is directly on the edge where you want the edger to be placed.
Stretch the tape measure across the center of the circle to the exact opposite side. Place the end of the tape measure on the ground near the edge of the garden bed. The total measurement of the circle is the diameter.
Use a calculator to multiply the diameter by 3.14. For example, if the measurement of the circle is 15 feet, multiply 15 by 3.14 to arrive at a total circumference of 47.1 feet.
Round up to the nearest whole number (in this case, 48); that is how many feet of block edging to purchase.
