Buy a wire shelf from a hardware or home furnishings store and assemble it according to the manufacturer's directions. Leave at least 18 inches of spacing in between the shelves for the seedlings and trays to fit.
Attach shop lights with shelf chains. Attach two shop lights for shelves wider than a foot.
Choose appropriate wattage light bulbs for the plants and screw them into the light fixtures. Choose brighter bulbs for plants that require more light.
Attach power strips for the shop lights. You may need multiple power strips, depending on the height of the shelf. You can just place the power strip on the shelf itself.
